William Steven Banda was deported to Malawi unlawfully, wrongfully and out of political malice.
John Luson Chinula was removed from his home in Ndola on 31 August 1994. He was driven to Lusaka International Airport with the intention of deporting him. He was served with a deportation order signed by the Minister of Home Affairs alleging that he was a threat to Zambia’s peace and security. He was forcibly sedated and later found himself at Lilongwe Police station in Malawi. His Warrant of Deportation also alleged that he was “by his presence, likely to be a danger to peace and good order in Zambia”. No reason in law or in fact was advanced for this finding.

This law defines discrimination as an offense. Persecution and racial hatred are defined as aggravating circumstances in cases of alleged criminal offences based on those motives (art. 2). Participation in racist organizations and propaganda, as well as incitement to persecution based on racial motives are specifically punished under criminal law (art. 3). The law establishes civil penalties for behaviours described in article 1 and provides for compensation for moral and material damages, without prejudice to an injunction being issued. Offenses described under art. 3 are punishable with imprisonment of from one to three years.

Religion and state
 I. Religion in the Azerbaijan Republic is separated from state. All religions are equal before the law.
 II. Spreading and propaganda of religion (religious movements), humiliating people's dignity and contradicting the principles of humanism are prohibited.

Article 48
Freedom of conscience
I. Everyone enjoys the freedom of conscience.
II. Everyone has the right to define his/her attitude to religion, to profess, individually or together with others, [to profess] any religion or to profess no religion, [and] to express and spread one's beliefs concerning religion.
III. Everyone is free to carry out religious rituals, however this should not violate public order and contradict public morals.
IV. Religious beliefs and convictions do not excuse infringements of the law.
V. No one shall be forced to express (to demonstrate) his or her religious faith and belief, [and] to execute religious rituals and participate and religious ceremonies.
